The Real Reason Albertville Keeps Breaking Ground on Highway 431

"Albertville is the largest city in our county, and sales tax is the driving factor of how you buy police cars, how you buy firetrucks, and how you pay your employees."

Mayor Tracy Honea said that to WAFF in November 2025, standing near a construction site that would soon become the county's only Target Supercenter. It wasn't a line about lifestyle amenities or retail therapy. It was budget math, said out loud, on camera. Once you hear it that way, every groundbreaking Albertville has hosted since June 2025 stops looking like a lucky streak and starts looking like a plan with one unglamorous goal: stop the money from leaving.

For years, that meant Albertville families driving to Huntsville for a Friday night out, or to a bigger box store somewhere down 431, because the closest full-size version of what they wanted wasn't here. Every one of those trips took sales tax revenue with it. What's opened, broken ground, or changed its name across the city over the past 15 months reads like a direct response to that leak, one project at a time.

The Kids Are the Tell

When Alleyway Entertainment opened its doors at 10 a.m. on June 20, 2026, at 100 Mathis Mill Road, tucked behind Jack's restaurant, city leaders weren't shy about who they built it for. A WAFF report tied the opening to a specific number: Albertville's under-18 population had grown by nearly 30 percent in recent years, according to Census Bureau data. One city leader put the reasoning plainly, saying the goal was to give young people a reason to spend money in Albertville instead of driving to Huntsville.

Local developer Don Spurlin, who pushed the project for roughly 15 years before it broke ground, built a 30,000-square-foot venue packed with 20 bowling lanes, axe throwing, bumper cars, laser tag, and golf simulators. The name has its own local backstory. It nods to a song by WARM, a Marshall County band from the 1970s, and to Alleyway Records, the music shop that followed it downtown. The new bowling lanes will also host Albertville High School's new bowling team, which turns a leisure venue into something closer to civic infrastructure.

The Big One Is Still Under Construction

Alleyway solved for teenagers on a Friday night. Sand Mountain Marketplace, still rising at the intersection of Highway 431 and HT Greer Road, is aimed at a wider leak: the drive to Huntsville or Birmingham for a bigger box store. At 250,000 square feet on more than 30 acres, it will be anchored by what JLL, the commercial real estate firm handling its leasing, has called the first full-size Target built in Alabama in nearly 20 years, and what Mayor Honea has described locally as the county's only Target Supercenter. Burlington, Academy Sports + Outdoors, and HomeGoods round out the confirmed lineup, with JLL reporting 235,000 square feet already leased as of June 2025.

Honea told WAFF in November 2025 that construction was running ahead of schedule. The opening window has held steady across city updates since: spring 2027, with a December 2025 city address narrowing that to March.

One honest caveat worth carrying into any conversation about this project: early 2025 coverage floated names like Jim 'N Nick's BBQ and Outback Steakhouse as likely tenants. The more recent JLL leasing announcement lists only the four box stores as confirmed, with restaurants and additional retail still to be announced. If you're circling an opening date for a specific restaurant, that date hasn't been set yet.

A Decade of Waiting, Landing in the Same 13 Months

Line up the timelines and the pattern gets sharper. Almost none of this happened overnight. Most of it happened over a decade, and simply arrived at once.

An Old Furniture Store Gets a Third Life

Not every new business needed new ground. GPS Powersports, a motorcycle dealership, moved into the building at 8212 U.S. 431 that most recently housed Powers Furniture, and before that, a Coca-Cola bottling plant. To land the deal, the Albertville City Council voted on July 21, 2026, to enter what's known locally as a 772 agreement, named for the Alabama legislative act that authorizes it. Under its terms, the city rebates GPS Powersports 20 percent of the sales tax revenue the business generates, for up to three years, capped at 10 percent of the company's total capital investment in the site.

It's a tool cities use when they'd rather collect 80 percent of something than 100 percent of nothing. Albertville has clearly decided an occupied storefront on 431 beats an empty one, even at a discount.

The Rest of the Pipeline

The city's December 2025 State of the City update named several more projects moving alongside the Marketplace:

  • A dual-brand Holiday Inn and Candlewood Suites hotel, with construction set to begin in 2026
  • A new Albertville Public Library, under construction in 2026
  • An expansion of the Miracle League of Albertville, also slated for 2026
  • Longhorn Steakhouse and Chicken Salad Chick, both already open, with Chicken Salad Chick's grand opening held December 16 through 20, 2025

Not all of these are chasing the same dollar as Alleyway or the Marketplace.

Two Different Economies, Running at the Same Time

The hotel and the library sit next to a second, different growth story. Sand Mountain Park & Amphitheater alone drew 2,000,000 visitors over the past 12 months, from 45 of the 50 states, and the city credited out-of-town visitors with $10.5 million in spending inside Albertville during 2025. That's a different customer than the teenager driving to Huntsville on a Friday night. It's tourism money coming in, not local money staying home. The hotel under construction is a bet on those same visitors staying overnight instead of driving back home once the amphitheater show ends.

The WinSouth Water Park naming deal fits here too. Finalized in October 2025 as a 12-year agreement, with WinSouth also becoming the lead partner on SMPA's tennis complex, the deal isn't about plugging a leak. It's a well-established regional draw picking up a new sponsor.

Two engines are running on the same 431 corridor at the same time. One is built to keep a teenager's allowance in town. The other is built to give a visitor a reason to book a second night. If you live here, the practical version of all this is simple. Over the next year, watch for a Target opening near Highway 431 and HT Greer Road sometime around spring 2027, a GPS Powersports storefront in a building that used to smell like a furniture showroom, and a bowling alley behind Jack's that didn't exist before this summer. None of it happened by accident, and all of it was aimed at where you already spend your money.
